No.  This is a direct application nasal inhaler.  It does not  contain any water or carriers only pure natural essential oils.  Nasal  Inhalers bring all of the oils in directly into the body through the  nasal passages.

These Essential oils are pure aromatic, concentrated plant  extracts that are carefully obtained through steam distillation, cold  pressing, or resin tapping. I use these essential oils, blends, and  oil-infused products with the optimal levels of specific, naturally  occurring essential oil constituents to maximize their potency. There are  TWO KINDS of Essential Oils:  Perfume quality and Medical quality.  Processing determines the Oil’s energy frequency which gives it - its  quality and viable essence, or healing properties. When oils are  stripped for medical grade, what remains is low frequency perfume  quality oil. Most Americans cannot discriminate the difference by  aroma.  I ONLY USE MEDICAL QUALITY!

Remove the applicator by unscrewing the bottom of the inhaler.  Insert just inside one nostril while holding the other nostril closed.  Breathe deep and hold. Then exhale. Repeat. Repeat with other nostril.  If the new inhaler is too potent you can inhale it half-way out or just  outside the nose.  Use daily as often as needed or desired.
